OpenAI is launching a new program to help countries develop global AI infrastructure. The initiative, called OpenAI for Countries, focuses on building local systems that support AI tools tailored to national needs.

OpenAI plans to partner directly with governments. Together, they will increase data center capacity and adapt tools like ChatGPT to local languages and rules. This move is designed to boost access and efficiency for global users.

The funding will come from both OpenAI and the governments involved. The company plans to start with ten projects, but it hasn’t shared which countries will go first.

This effort connects with Project Stargate, OpenAI’s major push to expand its data centers beyond the U.S. Some of the new national efforts may use Stargate’s infrastructure or benefit from its investors.

But there’s more behind the move. OpenAI says it wants to promote “democratic AI” — in other words, encourage countries to use Western-built models instead of Chinese alternatives.

By working closely with national leaders, OpenAI hopes to become a trusted partner in each country’s AI journey. The goal isn’t just better technology. It’s about shaping the values and direction of AI around the world.

As more countries develop their own AI strategies, global AI infrastructure becomes a critical foundation. OpenAI wants to help build it — and lead it.
